Responsibilities include directing and supervising the multiple divisions of the Orange City Public Works Department. The Public Works Department is responsible for the operations, maintenance and planning of the City’s public utilities systems, roadway infrastructure, storm water systems, right-of-way landscaping/maintenance, facilities maintenance, parks facilities, fleet maintenance and the management of new construction projects. An employee in this classification applies professional engineering skills and operational knowledge to a broad range of municipal public works and public utilities systems and projects. This includes the coordination of capital and maintenance projects with consultants, engineers, planners, architects, contractors and vendors, as well as representatives of various government and regulatory agencies. Additional responsibilities include long-term master planning of the city’s water, wastewater, reclaimed water and storm water systems.
The Public Works Director has management and supervisory responsibilities including assigning and planning work, employee training and safety, selecting new employees, employee relations, performance evaluations and career development.
Performs administrative duties as required, including attending and conducting meetings, preparing reports and correspondence, reviewing and responding to mail; receives, reviews, prepares and/or submits various records and reports including budget reports, constructions plans, construction documents, engineering studies, soil reports, financial reports, ordinances, memos, correspondence, etc.
QUALIFICATIONS: Requires a bachelor’s degree in civil engineering, environmental engineering, or other related field supplemented by a minimum of ten (10) years of progressively responsible experience as a city engineer or director of public works/utilities or similar technical responsibilities and experience associated with private construction companies or private engineering firms; seven (7) of which have been in a supervisory capacity. Professional Engineer (PE) designation preferred. An equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities may be considered. The City is seeking an individual with a combination of public/private sector technical and management experience that is applicable to municipal public works and public utilities systems.
