Program Analyst/Right of Way (ROW) Coordinator
Series & Grade": CS-0343-13
Brief Description of Duties: Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development and implementation of improved program designs/operations. Reviews and analyzes planning and operational activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, identifies actual or potential problem areas, trends, and/or areas of significant concerns.
Develops, recommends and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Plans, develops and implements a system for obtaining and providing data required by the department, offices and its units for long-range planning and projections and that which is needed for evaluation of day-to-day operations.
Knowledge of Right of Way (ROW) processes to include but not limited to: Ability to read and interpret engineered drawings pertaining to ROW impacts and acquisition, knowledgeable of DDOT RW Manual and Federal Uniform Relocation Act, ROW project cost estimating, acquisition and eminent domain/condemnation, partial acquisition interest verses fee simple interest, land lease and easement agreements, Government and Quasi-Government acquisition, rights of entry agreements, title reports, real estate appraisals, real estate appraisal reviews, offer packages, required documents, required DDOT and OAG approvals on ROW conveyance, ability to oversee DDOT ROW Consultants performing ROW management, oversight and/or production of ROW, knowledge of applicable DDOT and Federal Procurement applications associated with Right of Way services, ability to communicate effectively in both written and oral communications.
