The City of Hutchinson, Kansas (population 40,000) is currently recruiting for the position of Storm Water Management Coordinator. This position reports to the Senior Civil Engineer and performs professional level work in development, management and enforcement of the City’s Storm Water Management Program; and ensures the compliance with the EPA’s National Pollution Discharge Elimination System (NPDES) permit requirements.
Essential functions include: Manage the city’s NPDES Storm Water General Permit compliance efforts and prepares the NPDES Storm water annual report. Maintain accurate records and files; prepares statistical and narrative reports and submits mandated reports to the appropriate agency in a timely manner; prepares public notices as required. Reviewing/ evaluating storm water pollution prevention plans for compliance with federal, state and municipal storm water regulations. Serves as the primary contact for developers, contractors, and public on erosion and sediment control issues Performing storm water/ erosion related inspections and enforcement efforts to ensure compliance with storm water pollution prevention plans Managing stream, dry weather and rainfall event testing/ inspection programs, and maintaining an inventory of the city s storm water infrastructure Developing/ delivering community outreach and education programs concerning storm water regulations and requirements.
Minimum Requirements Include: A.A. degree or equivalent coursework in Horticulture, Landscape Architecture, Environmental Science, Engineering, Geology or other closely related field. 2 or more years of related experience with considerable knowledge of standard construction practices and EPA storm water regulations are required. Knowledge in the design of storm water facilities and the use of Autocad in developing storm water design and storm water project drawings. Must have the ability to effectively communicate orally and in writing with city staff, contractors/ developers, and other professionals and citizens; and have the ability to obtain Certified Inspector of Sediment and Erosion Control (CISEC) within two years of appointment.
Must possess a valid Kansas Driver’s License at time of employment and comply with residency requirement within one year of employment.
