This position is responsible for performing administrative, managerial, and supervisory duties as the Director of Utilities including Natural Gas, Water and Wastewater Systems. Duties and responsibilities include planning, organizing, and directing subordinate managers and supervisors in Utilities operations; developing, revising, and maintaining standard and non-standard operating procedures; managing departmental budget. Under general supervision, this position reports to the Town Manager.

QUALIFICATIONS

Bachelor’s degree in Engineering, Business Administration, Public Administration or closely related field.

Fifteen (15) years of experience in utilities operations with a minimum of seven years of experience in management or

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Must have Natural Gas supply procurement experience.

Must be able to successfully pass a background investigation and satisfactory credit history check.

Must possess or be able to obtain a valid Tennessee driver’s license within 30 days of beginning employment.

Must reside within the Town of Smyrna corporate limits or relocate to the corporate limits within 180 days from date of employment.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Plans, organizes and directs utilities operations, functions and activities for the Town; reviews recommendations, makes decisions, and recommends action on matters pertaining to such items as assignment, training, supervision, and evaluation of staff and their work and important personnel actions of all types.

Studies organization, operations, policy and procedure and functions; makes recommendations and decisions affecting and designed to improve the economy, efficiency and quality of same.

Develops and administers operating and capital budgets relating to the operation of water distribution, wastewater collection, water treatment, wastewater treatment, and natural gas distribution.

Reviews and approves utility construction plans, works with contractors and developers in design of new infrastructure, works with outside consultants in planning future infrastructure requirements.

Assess and makes adjustments to rate structure of services as necessary. Responsible for acquisition of natural gas supplies. Negotiates gas supply and sales contracts. Responsible for developing and insuring the adequacy of water, sewer, and gas rates.

Supervises subordinate managerial and supervisory staff involved in carrying out the utilities functions which include: water distribution, natural gas distribution, water treatment, wastewater collection, meter reading, billing, and customer service

Manages the expenditure of departmental appropriations and prepares annual budget estimates.

Responsible for overseeing departmental capital projects which includes, but is not limited to, following proper job bidding processes, meeting deadlines on projects, staying within project budgets and compliance with all finance and purchasing procedures.

Maintain records in compliance to Federal, State, and Town regulations.

Ensure all employees adhere to all internal and external company safety policies and OSHA regulations.

Directs personnel. Performs managerial duties in accordance with Town’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees, planning, assigning and directing work, performance appraisals, corrective action, performance counseling and problem resolution. Complete employee evaluations in a timely manner.

Provides daily, weekly and monthly reports to Town Manager, Council or other departments on project standings as needed.

Conducts behavior at all times in a professional manner to reflect positively on customer’s perception of Town.

Promotes the teamwork environment. Assist co-workers when necessary.

Other duties as assigned.
