Under general supervision, performs complex technical inspection work of public works, utilities, and private land development projects. This class is distinguished from the lower level class of Engineering Technician by the degree of independent judgment and the measure of extensive technical knowledge and skill required. An incumbent is expected to resolve the more difficult inspection problems that arise in the field.

Representative Duties: Perform inspections of technical engineering work involving public works, utilities, and private land development projects; Schedule and coordinate daily inspections for projects; Perform special and routine inspections of projects; Inspect materials and workmanship to assure compliance with approved plans and specifications; Inspect a variety of public facilities to ensure construction is in compliance with the Standard Specifications of Public Works construction and other regulations; Ensure compliance with all water quality regulations; Assist and monitor contractors in the review and interpretation of plans and specifications for public facility projects; Respond to inquiries from developers, contractors, utilities, design professionals and the general public regarding City requirements relative to the construction, alteration and maintenance of public or private facilities; Perform a variety of general recordkeeping and statistical report preparation work; Use computers and computer aided software to aid in performing the above duties; Perform related duties as assigned.

Qualifications: Any combination of education and experience which demonstrates the ability to perform the duties of this classification. An example would be graduation from high school or a G.E.D. and completion of two (2) years of college-level coursework in engineering, construction inspection or a related field, and at least two (2) years of recent experience in field inspection in the public sector. QSP certification is required within one year of hire. QSD certification is highly desirable. Experience in state or federal grants projects, soil testing, trench restoration, drainage structure, paving, and/or materials testing is desirable.

Knowledge, Skills and Abilities & Special Requirements: Knowledge of the methods and practices of public works inspections; knowledge of materials, methods and equipment used in the construction of public works facilities; knowledge of the procedures and applications of state and federal aid/federal grant programs and recordkeeping requirements; knowledge of applicable federal, state and local codes and regulations relating to public works construction; ability to perform difficult and complex inspection work; ability to analyze complex field engineering problems and recommend appropriate solutions; ability to determine quality, materials and workmanship through inspection and to determine compliance with plans and specifications; ability to establish and maintain effective relationships with those contacted in the course of work; ability to keep thorough and accurate inspection records, and ability to manage competing priorities.

The applicant selected will be subject to a criminal history investigation through the California Department of Justice (DOJ) and a thorough background check. A waiver for reference and background information must be completed.

Possession of, or the ability to obtain, a valid Class C California driver's license at the time of appointment. A safe driving record and insurability under the City's policy is required and must be maintained during period of employment.

The applicant selected will be given a conditional offer of employment pending the outcome of a post-offer drug test and physical.

City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
