Position available in Public Works/Water & Sewer to perform complex skilled and technical work in the installation, maintenance, repair and construction of municipal, water and sewer lines and related areas; does related work as required. Reviews and plans for Division projects and make recommendations; Assigns manpower and equipment to crew chiefs and oversees work projects in progress; Coordinates the use of available equipment, materials and manpower to obtain maximum effectiveness and economy; Checks projects for progress and for conformance to work plans and orders; As assigned or in the absence of assigned superintendent, directs all activities of the division; Inspects water and sewer lines/taps, maintenance, construction, repair and installation and gives technical advice and assistance to crew chiefs; Receives requests for emergency and unscheduled work and coordinates completion of tasks; Assists crew chiefs and skilled workers on difficult jobs; Keeps records and makes detailed reports; Investigates accidents; Responds to complaints from the public; Interviews applicants and makes hiring recommendations; Assists in all areas of Field Operations as required; May be required to be on emergency stand-by; Performs other tasks as required.
Knowledge, Skills and Abilities: Thorough knowledge of the principles and practices of construction, repairs, and/or maintenance in the department to which the employee is assigned; Thorough knowledge of the occupational hazards and safety precautions of the work; Ability to prepare plans and detailed reports; Ability to plan and supervise the work of skilled or semi-skilled workers on a large scale over a wide area; Ability to establish effective working relationships with others.
Education and Experience: Any combination of education and experience equivalent to graduation from high school, and considerable supervisory experience in water and sewer maintenance, grading and landscaping, repair and construction activities. Possession of a valid appropriate North Carolina driver’s license and acceptable driving history. Must be certified by NCDEHNR and USEPA as an operator in responsible charge (ORC). May be required to possess a North Carolina License to apply pesticides.
