Organizes and supervises the collection of solid waste; the disposal of solid waste and recyclable materials and supervises the operation of City waste collection facilities.

Plans, organizes and assigns the daily work of personnel involved in the collection of solid and household hazardous waste. Assists the Director of Public Works in developing and establishing related policy, regulations, bidding documents contracts and permits. Develops and implements health and safety training programs for unit employees. Manages and supervises the operations of the City waste collection facilities. Responds to inquiries and complaints from the public regarding recycling and waste reduction. Attends City meetings and public hearings as necessary. Administers all related budgets and grants maintaining all records and reviewing expenditures. Enforces related regulations, and if so empowered, acts as a special constable. Furnishes required reports and schedules, and develops information for program evaluation. Supervises other special projects related to Public Works activities as assigned. Promotes citywide recycling through contact with the media, attendance at community and business meetings, educational outreach in the schools and other means found effective. Performs environmental testing to ensure compliance with governmental regulation. Supervises the collection of fees associated with recycling programs and special projects.

The skills and knowledge required would generally be acquired with a Bachelor’s degree in Environmental Studies, Public Administration, Business Administration or some closely related field and two years experience in environmental management including solid waste recycling. Knowledge of the principles and practices followed in solid-waste recycling. Knowledge of laws and ordinances dealing with solid waste, recycling and hazardous waste. Knowledge of the public health aspects of solid waste collection and processing. Ability to make oral and written presentation in a clear, concise, and understandable form. Ability to assign, supervise and evaluate the work of subordinate employees. Ability to establish effective working relationships with government officials, business officials, department heads, employees and the general public. Ability to plan, develop and conduct educational workshops and programs on recycling. Ability to perform statistical and research analysis. Ability to apply financial and management principals to solve practical problems. Ability to use a computer and word-processing, spreadsheet and database software. Ability to lift and/or carry objects of medium to heavy weight. Ability to work in extreme weather conditions including extreme heat or cold sufficiently high or low to cause marked bodily discomfort. Ability to work independently.

License or Certificate: Valid Connecticut driver’s license. Ability to obtain a State of Connecticut Solid Waste Landfill and Transfer Station certification and 40 hour Hazardous Waste Training Certification within one year of employment.

This position is a Grade 4
