Purpose: Supervise the field operations for the wastewater collections/storm sewer systems.


Use strong supervisory skills to oversee a tenured collections team. Ensure high quality and efficiency.

Participate in annual budgeting and manage department budget.

Work with PW Director to plan for the systems, including assessment, data analysis and response.

Determine needs and ensure availability and maintenance of equipment, etc. and that employees are trained.

Review engineering plans. Assist in decision-making re: infrastructure. Represent City on construction work.

Submit reports to DEQ and other agencies.

Operate equipment and participate in crew activities: excavation, locates, test, inspect and maintain pump stations and clean collections system.

Leadership role in EOC.

Use computer: e.g. timekeeping, e-mail, MS Office, SCADA and tv software.

Job Qualifications:

MANDATORY: HS or = plus 2 yr relevant degree and 6 yrs related exp. or 8+ yrs of exp. and 2+ in leadership or any satisfactory combination of experience and training. Thorough knowledge of materials, methods, techniques and legal guidelines used in construction, maintenance and operation of wastewater collection/treatment; vehicles and equipment and OSHA. Strong supervision and knowledge of personnel practices. Excellent communication (verbal/written), math, computer and organizational skills. Ability to take initiative and work proactively, efficiently and effectively.

SPECIAL: Level III WWC at time of appointment. Flagger, CPR/First Aid, CDL and OSHA w/in 6 mos. Response time: 30 minutes.

DESIRABLE: WWC IV, WTP I, Journeyman Maintenance Technician III and supervisory experience in PW, construction and/or union.

Physical Demands:

Stand, sit, bend, stoop, push/pull, twist, balance, communicate, reach and manipulate objects, tools or controls. The position requires mobility, coordination, manual dexterity and visual acuity. Physically demanding: move materials weighing up to 75 lbs individually and 150 lbs w/assistance. Able to wear a respirator mask and enter confined spaces.

Area Info:

On the scenic Oregon Coast w/7 ½ miles of beach. Devils Lake and the Coast Range on the east, Pacific Ocean on the west, Salmon River to the north and Siletz Bay to the south. 2 hrs from Portland/1 from Salem. Mild maritime climate with quite a bit of rain. Population = 7,615, summer = 30,000+.
