The Town of Castle Rock has an excellent opportunity for a Project Manager - Transportation to join the Public Works Department. This position is located in one of Colorado’s premiere communities. Castle Rock is the seat of Douglas County and is a rapidly growing community on the Front Range. The Town has a spectacular view of the Rocky Mountains, encompasses some 33 square miles and is home to over 51,000 residents.

Under general direction of the Public Works Engineering Manager, this is professional and supervisory work ensuring transportation infrastructure construction for the Pavement Maintenance Program (PMP) and Capital Improvement Program (CIP) projects is completed in accordance with Town requirements and approved plan specifications. Manages the Town’s PMP by determining streets to be included for construction upgrades, maintenance, and reconstruction, and managing the bid and contract process.

Responsibilities include establishing methods, and monitoring and evaluating the quality, effectiveness and efficiency of delivery methods and procedures. Supervises technical Public Works CIP inspection personnel. Instructs assigns, reviews, and plans work of inspectors. Monitors standards, coordinates activities and allocates personnel. Assures Town policies and procedures are followed. Ensures that transportation infrastructure construction is completed in accordance with Town requirements, approved plans, and specifications by overseeing and administering the inspection of larger scale pavement maintenance projects and capital improvement projects. Evaluates, administers, and manages the Pavement Maintenance Program (PMP) to include examination of current street conditions and determining what streets will be included for construction upgrades and maintenance. Prepares PMP projects for bid, receives and evaluates bids, and awards contracts. Manages contracts through close of the projects and tracks through warranty period. Reviews and recommends approval or denial of variances, field change order requests, and pay requests. Communicates with developers, contractors, consulting engineers, and Town representatives to resolve construction issues referred by inspectors. Processes and tracks CIP and pavement maintenance sureties and warranties. When repairs are needed, determines responsible party and coordinates repair work.

Additional responsibilities will include managing the Highway Users Tax Fund, Pavement Management Program, and related programs for the Town to ensure available revenue is received. Maintains and updates street inventory with information regarding newly developed streets and lane miles. Submits appropriate information to various state and federal agencies for reimbursement through grant/revenue programs. Assists with preparation of Public Works annual engineering budget. Work includes performing site visits to verify site plans, topography, design and project progress. Approves dry utility permits for construction within the Town of Castle Rock right-of-way. Reviews and approves asphalt and concrete pavement designs for the Town of Castle Rock, ensuring compliance with the Public Works Design Criteria Manual.

Qualifications: Generally a Bachelor’s Degree in Civil Engineering, Construction Management, or closely related field; supplemented by three years’ experience in civil engineering related to construction management and including previous supervisory responsibility; or any equivalent combination. A valid Colorado Driver’s license is required for traveling to and from construction sites. Colorado Professional Engineer’s license preferred. Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.
