Commissioner, Transportation and Community Planning

Home to over a million people in Southern Ontario, The Regional Municipality of York is the municipal confederation consisting of the Cities of Markham and Vaughan, the Towns of Richmond Hill, Newmarket, Aurora, Whitchurch-Stouffville, East Gwillimbury, and Georgina, and the Township of King. York Region provides services to approximately 29,000 businesses that employ 495,000; the Region has been named one of Greater Toronto's Top Employers. Geographically spanning nearly 1800 km2 (700 mi2), the Region depends upon an effective and strategic transportation network addressing transit and road needs in urban and rural communities.


At present, an opportunity to lead the development of Regional Transportation and Community Planning programs and services is being offered. The Regional Municipality of York is currently seeking a Commissioner, Transportation and Community Planning.


Reporting to the Chief Administrative Officer, the Commissioner is responsible for strategic direction and overall operational management of transportation and transit programs and services to York Region's communities. Visionary and dynamic leadership is essential to this role for the delivery of services including: Roads Transportation, Transit, Transportation Planning, Community Planning, Traffic Management and Intelligent Transportation Systems.  Collaborating and working in partnership with the CAO and Senior Management Team (SMT), the Commissioner will implement the Region’s Official Plan as it relates to this department leading the:

• integration of land use planning with infrastructure delivery for the Region’s emerging growth areas;
• planning strategy, preparation, integration and adoption of the Regional Transportation, Cycling and Pedestrian Master Plans and;
• delivery of operating and capital budgets in roads and transit.


A champion of on-going commitment to continuous improvement and benchmarking initiatives with respect to Transportation and Community Planning programs and services, you will ensure policy recommendations meet identified needs and are compatible with corporate values. Ensuring cost-effective service delivery while complying with legislative, regulatory, municipal by-law requirements and organizational objectives is your priority.


In an ambassadorial role, you will represent Transportation and Community Planning to key stakeholders, Regional Council members, local and regional municipalities, provincial government and non-governmental agencies, coalitions/partnership agencies and the community. You will identify and perceive trends within the Region regarding broader transportation, transit and community planning. Leading the development of customer service strategies, you will evaluate against benchmarks for best practices to ensure quality of service to customers.


The Commissioner confidently and effectively fosters a Departmental environment that encourages the corporate culture of teamwork and collaboration between Department-wide programs and services. This broad leadership is provided to a large group of senior and professional staff in accordance with collective agreements, Regional policies, practices and applicable legislation. As a result, high performance teams are developed to inspire a shared vision reflective of the overall directions of York Region Council.



• Successful completion of a University Degree in Civil Engineering, Public Administration, Planning, or relevant discipline; a Professional designation (P. Eng. MCIP, etc.) is strongly preferred.
• Minimum ten (10) years' progressive experience in the engineering field with responsibilities for administering a range of transportation programs and services.
