Wastewater Treatment Division. Manages, maintains and updates the Asset Management Program. Contributes to the development and maintenance of the Capital Planning Program, which includes overseeing the rehabilitation and repair projects of a 67-mgd industrial advanced wastewater treatment facility. The work requires a broad range of experience and expertise in the administration of design and construction contracts, knowledge of wastewater operating equipment, and some knowledge in the engineering disciplines of structural, mechanical, electrical and civil. Performs condition assessment of critical and non-critical plant operating assets. Reviews and approves of manufacturer's shop drawings. Prepares maintenance and operations technical and service specifications for all wastewater in-house projects. Utilizes the computer maintenance management system data for the determination of the operating equipment condition for rehabilitation, replacement and repairs.

As a professional engineer, manages all plant in-house design and construction projects from design through final closeout; evaluates and responds to all technical inquiries during bidding and contract execution; and participates in the development of all plant projects' scope and the selection of engineering consultants. Enlightens other county engineers of plant project scope technical requirements. Participates in the decision making of all plant projects technical requirements. Advises design consultants of scope requirements and confirms scope requirements through the various design submittals processes. Performs evaluation of bids. Analyzes and determines manufacturer's pump curves. Coordinates and clarifies bidder’s inquiries through the Department of Purchasing. Assists in the development of addendums and contract change actions. Duties are performed under the direction of the Maintenance Branch Manager. Position is located in Lorton, Virginia.

Minimum Qualifications: Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.

Special Requirements: Possession of a Professional Engineering License (PE). Possession of a valid motor vehicle driver's license. The appointee to this position will be required to complete a criminal background check and a medical examination to the satisfaction of the employer prior to appointment. Applicant must be capable of climbing ladders, steps, and lifting 50 pounds. Working conditions may include inclement weather, as well as being exposed to hazardous conditions. Must be able to work between the hours of 8 a.m. to 4:30 p.m. Subject to 24-hour call back and therefore must be able to work emergency overtime.

Preferred Qualifications: Knowledge in the applications of engineering computation. Knowledge of the equipment used in wastewater treatment plant. Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances that apply to building construction in Fairfax County. Knowledge of the principles, practices and techniques relating to construction project management and contract administration. Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with county standards, guides and operational needs. Experience preparing technical reports, specifications, and contract documents. Experience making formal presentations in front of diverse groups of stakeholders. Excellent communication skills both oral and written. Experience leading others. Ability to perform accurate computations and prepare neat and accurate field notes; Knowledge and experience in managing assets. Ability to manage asset program with minimum supervision. Experience using a computer for word processing (Microsoft Word), preparation of spreadsheets (Excel), email (Outlook), and presentation materials (PowerPoint).
