DIRECTLY
SUPERVISES: Streets Superintendent, Water Superintendent, Waste Water Treatment Plant (WWTP) Superintendent, Facilities Manager, Lead Mechanic and Sr. Administrative Secretary

 

PRIMARY JOB FUNCTION
This is a professional position with direct supervisory responsibility for planning, organizing, directing and coordinating the activities of the various divisions of Public Works Administration to include Street Department, Water Department, WWTP and Facilities.

 

MAJOR DUTIES AND RESPONSIBILITIES
Oversees direction and supervision of the Village Public Works Department.


Oversees through subordinate superintendents, construction and maintenance of all Village streets, sidewalks, alleys and storm sewers.


Creates and adjusts plans for debris and litter pick-up and snow removal.
Oversees the mowing and trimming, thinning and removal of trees.


Oversees the maintenance of municipal vehicles and equipment, buildings and grounds.


Directs the operations of the water production and distribution, sewage collection and wastewater treatment.


Interprets Village policies and develops and implements appropriate departmental rules, regulations and policies. Establishes record keeping procedures, methods and standard operating procedures.


Prepares and administers department operating budget; develops short and long-range goals and plans for facilities and infrastructure improvements; coordinates all department activities to maximize effectiveness of equipment and personnel resources to meet the goals of the Village; develops strategic plans for infrastructure replacement programs; reviews and approves the requisition of equipment, materials, and supplies; approves department expenditures.
Prepares plans, specifications and cost estimates for purchase of various equipment, vehicles and for construction and repair projects. Receives and analyzes bids and prepares written recommendations to Village Administrator.


Supervises directly and/or through subordinate superintendents a staff of professional, technical, and administrative support employees; establishes and enforces rules and regulations; recommends appointment, promotion, discipline, and dismissal of personnel; prepares performance reviews; determines training requirements and employee development and implements programs.


Receives citizen complaints and requests; solves or assists in the solving of problems; responds to requests for information and assistance from residents and outside agencies and organizations.


Performs related tasks or other duties as assigned.

 


REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES
Requires thorough knowledge of the techniques, methods, safety rules/regulations and procedures for the proper functioning of Public Works activities; requires thorough knowledge of modern engineering principles concerning water and street operations; requires thorough knowledge of pertinent laws, statutes, ordinances and codes affecting the operation of the Public Works Department; possess an ability to plan, organize, direct, assign, supervise, and inspect the work of subordinate employees; ability to read, write, speak and understand English at the college graduate level; ability to establish and maintain satisfactory working relationships with superiors, co-workers, people from outside organizations and agencies, and the general public; ability to perform simple mathematical calculations by hand; ability to write and maintain administrative and operational reports and records; ability to work effectively under tight time constraints in stressful situations; ability to exercise good judgment in evaluating situations and making decisions; considerable knowledge of public administration and modern office management procedures, methods, and equipment; ability to communicate effectively both orally and in writing.

 

REQUIRED EDUCATION AND/OR WORK EXPERIENCE
Graduation from an accredited college or university with a bachelor's degree in Civil Engineering, Public Administration, or a closely related field, and minimum of five years’ experience working in a supervisory capacity within a Public Works Department is preferred. In lieu of a degree, a professional level of experience, education and training in all aspects of public works will be considered at the discretion of the Village Administrator. Possession of a valid Illinois Driver’s License.

 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS
The work environment typifies a general office; occasional exposure to external environmental conditions such as inclement weather, high heat/humidity, extreme cold, uneven terrain, and varying noise levels; occasionally lift and carry objects weighing up to twenty five (25) pounds; wear personal protective equipment while performing job duties.
