JOB SUMMARY:

Under the direction of the Water Supervisory Personnel or designee, performs routine and scheduled field maintenance work, including repair and replacement to storage facilities, water wells, pumping and distribution facilities. Operates and maintains the reverse osmosis water treatment plant. Schedules and coordinates imported water deliveries and ensures water quality and an adequate supply of potable water in the City's reservoirs to meet service demands.

MAJOR DUTIES:

Ensures an adequate supply of potable water in the City's reservoirs to meet all domestic water demands, fire and emergency service requirements. Plans, schedules, coordinates, monitors, records and controls imported water deliveries from MWD.Monitors and controls treatment plant effluent blending into distribution system. Recovers and performs various chemical, physical and biological water quality analyses from reservoirs, wells and distribution system.Maintains, cleans, disinfects and performs repairs to wells, reservoirs and pumping facilities, as required.Routinely maintains, cleans, disinfects and performs general repairs to sampling stations.Effectively and safely handles chemicals such as sodium fluoride, calcium hypochlorite, analytical reagents, acids, water treatment polymers, coagulants, etc. in accordance with OSHA and MSDS standards, as required.Monitors, adjusts, calibrates and repairs various equipment utilized in a water system as required.Flushes dead-end mains, inspect and maintain fire hydrants.Recovers special water quality samples, as required.Inspects, cleans, repairs or replaces, and maintains, fluoridation system equipment and appurtenances.Tests, adjusts, calibrates, repairs and maintains hydraulic and electrically operated flow control valves (PRV's), metering pumps and pressure transmitters.Repairs and/or replaces and maintains, Well-Head facilities including, but not limited to, pumps, motors, valves, gauges, meters and treatment facilities.Tests and inspects emergency standby pumps. Checks and maintains batteries, engine fluid levels and fuel levels.Tightens or replaces pump shaft packing. Fix all visible leaks.Inspects and adjusts pump shaft head nut, as required.Repairs or replaces and maintains, air release valves.Changes oil in pump motors.Troubleshoots telemetry problems and recommends corrective action.Monitors and adjusts as needed a computerized SCADA control system.Monitors, adjusts, calibrates, maintains and repairs Murphy Switch engine controllers for emergency pump engines. Performs Meg Ohm-meter electrical insulation tests for pump motors.Performs full-load Amp tests for pump motors.Performs infrared inspections on all electrical equipment including motor control centers and pump motors.Assists electric utility with water pump efficiency testing. Records water well levels daily, motor hour meter readings and electrical meter readings from well sites. Performs routine painting of piping, manifolds, valves, pump motors at pump stations, well sites and reservoirs. Performs housekeeping practices at all pump stations, wells sites and reservoirs. Responds to emergency calls and customer service requests, as required.Performs other related work as required.

REQUIRED QUALIFICATIONS:

• Graduation from High School or GED equivalency, with supplemental education in an accredited academic institution for water treatment, distribution and maintenance.
• Four years of increasingly responsible experience performing water system maintenance, and/or water production and distribution duties or any combination of experience which provides the knowledge and abilities listed.
• Possession of a valid California Class B driver's license.
• Requires possession of a State of California, Department of Health Services D-2 Distribution Operator Certification.
• Possession of a T-3 Water Treatment Operator Certification.
• Possession of a Cla-Val Maintenance certification or equivalent valve maintenance course, or must obtain one within 6 months of hire.
• Los Angeles County Department of Health Services Cross-connection Control and Backflow Tester license highly desirable.
• Ability to obtain HAZWOPER certification within one year of hire.
• Certificate of Confined Space entry is highly desirable.KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of:
• Technical and operating aspects of a water distribution system and/or water plant.
• Methods and procedures involved in the operation, repair and maintenance of water treatment and distribution systems and facilities including wells and pumps maintenance.
• Basic electrical principles and procedures.
• Materials, tools and equipment used in the installation, maintenance and repair of water systems and facilities. Service connection, backflow prevention devices and methods.
• Safety methods and procedures.
• Methods and procedure for handling chemicals and hazzardous materials.
Ability to:
• Operate and maintain complex water systems.
• Perform quality control tests.
• Read meters, gauges, and flow charts.
• Operate a variety of equipment including diagnostic equipment, power and hand held tools, heavy equipment and machinery.
• Learn, interpret and apply relevant procedure and regulations.
• Read, understand and carry out oral and written instructions.
• Effectively communicate both orally and in writting.
• Follow all applicable safety procedures.
• Perform mathematical calculations.
• Establish and maintain effective and cooperative working relationships with City staff and the general public.
• Provide effective customer service.
• Work a variety of shifts depending upon assignments including holidays, nights and weekends.
Skill in:
• The use of computers and related software applications.
