To direct, manage, supervise and coordinate the programs and activities of the City Engineering Division within the Public Works Department; to coordinate assigned activities with other city departments, divisions and outside agencies; to approve all design plans, specifications, contracts and agreements; and to provide highly responsible and complex administrative support to the Public Works Director. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees, the City Council, business and community groups, outside consultants and contractors, State and Federal officials, representatives of the media and the public.
Receives direction from the Public Works Director, but extensive leeway is granted for the exercise of independent judgment and initiative.
Exercises direct supervision over supervisory, professional, technical and clerical staff.
EXAMPLES OF DUTIES
Manage all services and activities of the City Engineering Division including engineering design, engineering planning, development coordination, land development, survey, special improvement districts, off site inspection and testing, construction management and architectural services.
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for the division; recommend, within departmental policy, appropriate service and staffing levels; recommend and administer policies and procedures.
Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor work load, administrative and support systems and internal reporting relationships; identify opportunities for improvement and review with the Public Works Director; implement discipline and termination procedures.
Plan, direct, coordinate and review the work plan for the division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
Manage and participate in the development and administration of the division annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; direct the monitoring of and approve expenditures; direct and implement adjustments as necessary.
Participate in, support, and foster the development of a culture that values people and their differences and is free from inequities and barriers to people reaching their full potential.
Participate in promoting sustainable, environmentally sensitive development and operations in the community and the department. Integrate Forestry, Clean Water, Adan other sustainable initiatives in all projects as applicable.
Review and approve all plans and specifications, designs, environmental documents and reports for the City.
Serve as liaison for the division with other city departments, divisions and outside agencies; negotiate and resolve significant and controversial issues.
Provide responsible staff assistance to the director; prepare and present staff reports and other necessary correspondence.
Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to division programs, policies and procedures as appropriate.
Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of engineering.
Respond to and resolve difficult and sensitive citizen inquiries and complaints; review contractor claims against the city; review, investigate and settle disputes between developers and the city.
Act in the absence of the director as required.
Perform related duties and responsibilities as required.
Ten years of increasingly responsible professional civil engineering experience including two years of supervisory responsibility.
Bachelor's degree from an accredited college or university with major in civil engineering or a field related to the essential functions.
REQUIRED SPECIAL QUALIFICATIONS:
Must possess a Professional Engineer License on the date of application and must possess and maintain throughout the duration of employment with the City of Davenport within six months of hire a valid Professional Engineer License in the State of Iowa.
Must possess and maintain throughout duration of employment a valid Iowa driver's license.
