This is a senior level position in the Office of Capital Projects. Position is responsible for professional construction management and engineering work to develop and implement the construction of the town’s capital projects. Work involves managing outside construction management firms, inspectors and contractors, reviewing construction plans for constructability and compliance with codes, regulations and Town standards and dealing with consultants, residents and developers regarding project construction.


PRIMARY DUTIES AND RESPONSIBILITIES (May not include all duties performed.)

  • Manages outside construction management consultants and oversight of construction contractors during construction of the town’s capital projects
  • Reviews and approves consultant fee proposals and change orders
  • Reviews and approves consultants and contractor’s change orders
    • Manages the constructability review and interacts with design project managers related to the projects constructability
    • Manages VDOT funded projects to include compliance with the Local Assistance Program (LAP) manual
  • Develops and manages project schedules and budgets using MS Project, Primavera or equivalent
  • Prepares and manages Request for Proposals and Invitations for Bids for specific projects or for other services needed, including preparation of engineer estimates and bid take-offs
  • Recommends award of construction contracts and prepares relevant documents and legislation
  • Reviews engineering drawings for accuracy, design standards compliance and constructability
  • Presents projects to neighborhoods, commission or Town Council in evening meetings
    • Investigates and resolves citizen complaints related to the construction of capital projects and recommends of practical and sound solutions
    • Manages and participates in the development of project budgets for construction
    • Manages utility relocations for adherence to agreed upon schedules
    • Performs other duties as assigned




Work is performed under the supervision of the Director of Capital Projects. Additional guidance is provided by the Deputy Director of Capital Projects, through ordinances, subdivision regulations, construction/material specification and building, engineering and construction regulations. Employee must be able to ensure that the design, bidding and construction phases of Town engineering projects are performed properly and in compliance with established codes and requirements. Work is reviewed through performance appraisals, project status meetings, reports for adherence to established policies and procedures.




Work involves considerable contact with the general public, outside agencies and contractors and developers as well as other governments to review projects, answer questions and explain Town codes and standards.






  • Principles and practices of civil engineering
  • Principles and practices of construction management
  • Modern methods and techniques in the construction of civil engineering projects
  • The Town and state laws and regulatory codes applicable to construction projects
  • Working knowledge of Microsoft Office Suite, AutoCAD, Primavera, and MS Project, or equivalent


Skills and Abilities

  • Perform difficult constructability reviews and to make comprehensive recommendations
  • Communicate effectively, both verbally and in writing
  • Establish effective working relationships with other departments, contractors, developers, and the general public


Physical Requirements

  • Must be able to effectively communicate and interact with other employees, contractors, consultants and the general public
  • Standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, pushing, and pulling





  • Graduation from an accredited four-year college or university with major course work in civil engineering, construction management or a related field or equivalent combination of education and experience
  • Five years experience in civil engineering construction or construction management
  • Must have a valid driver’s license and a safe driving record
  • Knowledge of AutoCAD, Primavera, MS Project, or equivalent



  • Professional Engineer (PE) License
  • Master’s Degree in Civil Engineering or related field
  • Certified Construction Manager (CCM)
  • Five to ten years experience in design and construction of civil engineering projects
