The MUNICIPAL UTILITY MANAGER - WATER reports to the Assistant Director of Public Works and is responsible for the day-to-day management of the two divisions that comprise the Water Utility. The Utility funds and operates two water treatment plants and manages approximately 560 miles of water lines and 17 wells. The water supply is also secured and treated from the Sacramento River and Whiskeytown Lake. In FY 2011-12, the Water Utility produced 23,186 acre-feet of water and supported approximately 28,100 service connections.

The nature of the position will require a broad experience base with capital project planning, implementation, and management; multi-year financial plans, including budgets, revenue, and expenditure forecasts; and revenu source analystics related to rate setting and development impact fees and asset management programs.  Leadership will be a key attribute in developing the skills and capacity of staff and in setting a positive tone for customer service and productivity efforts.  The new manager will present to the City Council and interact with customers and other members of the City leadership team.  Excellent verbal and written communication and strong adminstration skills are expected in this capacity.

The ideal candidate will possess the expertise to manage this utility and maintain a solid financial condition.  Adaptability and resourcefulness are essential attributes in this assignement.  A State of California Department of Public Health Water Treatment Operator T5 certificate and/or Water Distribution Operator D5 certificate or certification as a Professional Engineer are highly desireable but not required.
