The City of Houston’s Department of Public Works and Engineering (PWE) invites interest and applications from highly qualified individuals for the position of Assistant Director in the Wasterwater Maintenance Sections in the Public Utilities Division.
ABOUT THE DEPARTMENT
The City of Houston’s Department of Public Works and Engineering provides many services that directly affect the daily lives of those who live and/or work in Houston. Six divisions deliver the Department’s key products and services that include streets, drainage, traffic controls, drinking water production and distribution, waste water collection and treatment, new and replacement infrastructure, developmental services and utility customer account services. PWE is an APWA accredited public works agency that is staffed with a highly trained, diverse workforce of approximately 3,900 employees and has an annual budget of $1.2 billion.
The Public Utilities Division produces and delivers drinking water and collects and treats waste water for the 2.1 million citizens of the city of Houston. The Water and Wastewater systems provide services over 640 square miles within the city limits and for other customers, both retail and wholesale, in the surrounding areas.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under the guidance of senior executive management, the Assistant Director will lead and direct employees in the maintenance of Houston’s wastewater systems to ensure compliance with all federal and state regulatory requirements. This includes the maintenance and repair of electrical and mechanical equipment for all of the wastewater systems. The Assistant Director will oversee monthly performance measures associated with SCADA, is responsible for developing and managing the section’s budget, personnel administration, and policy definition, adoption, and interpretation. The successful candidate will possess the diplomacy and assertiveness to maintain effective working relations, to manage the branch’s public relations matters and to respond to the needs of the public, administration, City Council and executive management in a timely and professional manner.
MINIMUM EDUCATIONAL REQUIREMENTS
Minimum requirements for this position include a Bachelor's degree in Business Administration, Public Administration, Engineering, Environmental Science or a closely related field and seven (7) years of related experience , with at least three (3) of those years in a managerial capacity. A Master's degree may be substituted for two (2) years of experience. A valid Texas Driver's License and compliance with the City of Houston’s policy on driving (AP 2-2) is required.
Preference will be given to candidates who have the following abilities: Experience with SCADA, three plus years previous experience managing electromechanical repair staff, and previous success with implementation of continuous improvements on asset management and proactive maintenance. Professional Engineer certification/license is also preferred.
