GENERAL DEFINITION OF WORK
Performs complex technical, administrative and supervisory work in overseeing the administration, operations and maintenance of a water reclamation plant, including an onsite thermal biosolids drying facility.
Core work hours are 7:30 am to 4:30 pm OR 8:00 am to 5:00 pm
Work is performed under general supervision of the Utilities Director. Full supervision is exercised over all plant personnel.
Manages grade IV biological nutrient removal treatment plant;
Manages the biosolids dryer facility and associated biosolids regulatory compliance program; coordinates run times, lab tests, hauling and solids loading; maintains air quality permits; maintains records and files annual reports with EPA and the state; markets final product for beneficial reuse;
Manages the reclaimed water facility;
Deals with noise, lights, dust, traffic and odor issues with neighbors;
Exercises direct authority over all plant functions and personnel;
Organizes and directs activities of plant personnel including training programs;
Handles public inquiries and complaints;
Conducts tours of the facility for education purposes;
Serves as Operator in Responsible Charge (ORC) of facility; signs all required reports and certifications; serves as back-up ORC of the reclaimed water system;
Prepares annual budget for plant;
Prepares required reports for plant certification;
Hires, supervises and evaluates employees;
Evaluates operational changes in procedures, equipment and personnel;
Evaluates maintenance changes in procedures, equipment, and personnel;
Helps design, construct and implement new ideas using advanced technologies to keep up with increasingly changing regulations; reviews plans, specifications, submittals and construction documents;
Develops long-range goals and policies for direction of: plant growth, asset management, optimization, long range staffing, and budget;
Works with outside contractors and engineering firms on regular basis; develops specifications and evaluates proposals and bids;
Serves as project manager on plant expansion, and infrastructure renewal and replacement projects;
Works with pre-treatment issues;
Manages recordkeeping system;
Assists with clean-up of accidental spills throughout Town's system;
Plans, supervises and observes research and special studies;
Monitors storm water discharge at the facility;
Performs other job-related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of advanced wastewater treatment, especially biological nutrient removal, ultraviolet light disinfection, and filter operation; comprehensive knowledge of reclaimed water systems and operation; comprehensive knowledge of new state and federal regulations regarding plant operations; comprehensive knowledge of computers in purchasing, data entry, report generation, solids handling, telemetry systems, asset management, work time management, spreadsheets, e-mail, word processing, and inventory control; comprehensive knowledge of policies and procedures regarding wastewater treatment and reuse; ability to communicate effectively with regulatory agencies; ability to train and supervise staff; ability to coordinate and prioritize responsibilities of diverse sectional needs; ability to supervise large projects, ability to manage and support multiple and wide ranging priorities and initiatives, excellent writing skills and ability to communicate with the public.
MINIMUM AND PREFERRED QUALIFICATIONS
Any combination of education and experience equivalent to graduation from a four-year college or university with a degree in civil or environmental engineering, environmental science, chemistry, or related field and extensive supervisory experience in advanced wastewater treatment plant operations.
Requires possession of an NC Wastewater Operators Grade IV Certification (or the ability to obtain within 2 years of hire)
Possession of a Land Application Certificate from the State Board of Certification (or the ability to obtain within 1 year of hire)
Possession of a Spray Irrigation Certification (or the ability to obtain within 1 year of hire)
Possession of valid driver's license with a good driving history
The ideal candidate will be a dynamic manager who portrays professionalism, and strong leadership and public relations skills.
