planning and coordinating the work of approximately 65 employees in the maintenance of the county's storm drainage, stormwater management, walkways, roads, and other infrastructure. Coordinates supervisors' daily and long-term planning and scheduling efforts for maintenance activities. Authorizes personnel, material, and equipment resource assignments for maintenance projects. In conjunction with agency program managers and director, establishes, implements and maintains appropriate maintenance services levels, construction standards, and production and efficiency standards. Directs and monitors supervisors' consistency and compliance with county personnel regulations. Performs engineering analysis and provides solutions to address maintenance and construction problems that arise in the field. Assigns, tracks, and monitors maintenance work orders. Monitors and evaluates crew work production and cost compared to accepted industry standard. Recommends and initiates actions to improve customer service and reduce costs. Prepares correspondence and reports on program assignments. Prepares specifications for equipment and materials; evaluates bids for equipment and material contracts and makes recommendations on contract awards. Prepares capital equipment budget submissions. Inspects job sites to determine scope of work and verifies work meets adopted agency service levels. Promotes and ensures compliance with safety regulations such as VOSHA, OSHA, Underground Protection Act, etc. Serves as the agency coordinator of the drug and alcohol testing program. Serves as the agency's lead in coordination with the county emergency operations center and other county agencies during emergency situations. Other duties as assigned; duties are performed under the supervision of the division director.

Minimum Qualifications: Any combination of education, training, and experience equivalent to graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or related field; plus five years of progressively responsible experience in a field appropriate to the assigned program area.

Preferred Qualifications: Three years of experience working as a supervisor in a construction and/or trades environment. Strong oral and written communication skills and the ability to promote collaborative relationships with citizens, government leaders, and other agency staff.

Special Requirements: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis. The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. Ability to obtain the VA State Certification for Erosion and Sediment control Plan Reviewer within two years.
