Assist the City Manager with a wide variety of management, special projects, maintenance, and operations with public works.
Plan and supervise the construction and procurement, operation and maintenance of all City of Palmer facilities including but not limited to: public water and wastewater utility systems; solid waste collection; municipal airport; public streets; street lights; signs; decorations; traffic controls; buildings; parks; sport fields; Palmer MTA Events Center; grounds; gardens; and city equipment.
Implement directives from the City Manager.
Responsible for departmental personnel management.
Take action to resolve departmental, operational, and administrative conflicts and problems; decides alternative courses of action; interprets policies; and otherwise makes decisions which are in the best interest of the City of Palmer.
Administer an efficient and effective system to purchase, secure, and utilize departmental supplies and equipment.
Manage special projects as assigned.
Evaluate and recommend to city manager needs for equipment purchases.Responsible for the maintenance of capital improvement records.
Responsible for maintenance contracts and records.
Coordinate with Director of Finance to assure proper and timely reporting and routing of public works department financial information, including grant accounting and reports.Assist the City Manager in development and implementation of special projects, maintenance projects, and grant proposals for the City of Palmer.
Responsible for equipment maintenance, repair, record keeping, including but not limited to compliance with OSHA safety regulations
.Responsible for maintenance pertaining to all electrical, plumbing, heating, HVAC maintenance and repairs on city buildings.
Prepare operating and capital budget for the Department of Public Works.
Responsible for maintaining a current 5-year capital improvement plan.Review and approve all capital project designs.
Prepare, submit, and administer grants for department or City projects; oversee construction of all projects.Coordinate with municipal, state and federal agencies regarding grants, coordination of services and capital improvements, and regulatory and permit issues.
Attend city council and other public meetings as required.Prepare bid specifications and related construction projection documents; perform project administration including cost accounting and variance reports, critical path schedules and project budget.Responsible for maintenance of project and facility files, including “as built” documentation for all facilities and utilities.
Coordinate with other department directors to provide for the efficient management of projects involving other departments and the efficient delivery of city services.
Responsible for long range and short term capital improvement program planning including assisting City Manager in developing a funding strategy and the administration and execution of a capital improvement program.
Maintain a safety program that provides for training of department employees.Provide for a program to assure compliance with OSHA and ADA requirements.
Review and approve plans of developers for subdivisions, utility extensions and other public improvements to assure compliance with City public infrastructure standards.
Coordinate the procurement of consultant services for capital project planning, design and administration, and for other public services.
Provide regular coordination, review and oversight of consultant services.Manage multiple construction and consultant contracts.
Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
