Stormwater Utility Administrator
This position will involve complex professional tasks associated with implementation and management of the stormwater utility. Performs oversight of master planning activities, collaborates with maintenance and regulatory activities, and leads the identification, implementation, and management of capital improvement projects. Manages administrative tasks including billing facilitation, credits program management, data updates, customer service and budget tracking related to the stormwater fee as well as expanding related public information programs. This position will also serve in a coordination and consultation role to management on program operations, assessment and administration.
In February 2013, City Council approved a Water Resources Protection Program (WRPP) proposal and adopted a Stormwater Utility Ordinance which establishes a dedicated funding mechanism for the program. The utility will become effective on January 1, 2014. The WRPP scope of services builds on existing, multi-departmental roles and responsibilities regarding regulatory compliance, infrastructure maintenance, capital drainage projects, environmental protection and restoration, and increased inspection and enforcement.

Education: A four-year degree in Engineering, Environmental Sciences, Natural Resources or related field.
Experience: A minimum of five (5) years of experience in stormwater program management or other related public water resource protection or engineering field.
Skills: Technical knowledge of stormwater planning, maintenance, and engineering policies and objectives; thorough knowledge of federal, state, and local stormwater management laws and regulations; requirements for construction and repair of stormwater systems. Excellent oral and written communication skills in preparing and delivering presentations and reports to officials and the general public; working knowledge of MS Office and some experience with GIS, CAD, and stormwater modeling software; understanding and ability to organize and manage data in support of stormwater rates and billing; ability to establish effective working relationships with other departmental staff, contractors, public agencies, civic groups, and the general public. Experience in providing leadership and direction in meeting program goals and interdepartmental cooperation.
Special Requirements: Appropriate professional certifications preferred such as Registered Professional Engineer (PE), American Institute of Certified Planners (AICP), Certified Professional in Stormwater Quality (CPSWQ), or Certified Stormwater Manager (CSM), etc. Possession of a valid appropriate driver’s permit issued by the Commonwealth of Virginia is required.
