Job Title: Special Projects Administrator

The City of Phoenix is seeking a results-oriented professional to serve as the coordinator for approximately $12.25 million of new transportation projects for the Streets Transportation Department. This temporary middle-level position will oversee the department’s planning and development of special projects over an estimated 18-month period. Duties include managing the project budgets; data collection; meeting with various stakeholders; interacting with and coordinating activities of all divisions of the department and/or other City departments, consultants, contractors, utilities, and outside agencies; conducting briefings with the public, Mayor, City Council and city management; coordinating short and long-term planning and capital fund programming; designing, collecting and analyzing data for traffic engineering; reviewing plans, preparing designs and creating estimates; and making policy recommendations. Additionally, the position will provide guidance and coordination with developing the City’s Complete Streets and Bikeway Plan; be a part of the Department’s management team in delivering transportation priorities for the City; and serve as liaison to transportation agencies, the community, and management staff in other City departments. The incumbent may directly supervise senior-level professional staff and oversee the work of senior-level professional contractors. The incumbent will be expected to act independently, and execute specific actions with limited oversight. Work will be evaluated on the basis of results achieved.

$69,118 - $108,888 annually. Appointment can be made above the minimum depending upon qualifications.


  • 5 years of senior professional or supervisory experience in transportation engineering, urban planning, capital improvement, design and/or construction projects at levels involving planning and development phases.
  • A bachelor's degree in civil/transportation engineering and/or public administration with experience in a technical capacity.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS – The job requirements listed above, plus:

  • Master's degree in transportation engineering, public or business administration, government management, or a related field.
  • Three years of supervisory experience at a chief engineering level and/or senior public administrator, supplemented by courses in transportation engineering or highway engineering.
  • Professional registration as an Architect, Engineer, Geologist or Landscape Architect.  Consideration may be granted for American Institute of Certified Planners (ACIP), Certified Project Manager (CPM), or other acceptable professional certifications related to transportation engineering and/or project management.
  • Experience working on special projects with extensive community involvement which cross department or public agency lines, and/or involve regional initiatives or partnerships.
  • Experience working with executives, middle management, elected officials, and community groups.
