This position is a contract position with a local municipality in the Public Works/Planning Department. The position reports to the Director of Public Works and Planning and includes tasks related to both the planning and the public works department. Essential Functions: Collect, analyze, and apply related laws and regulations to various planning projects; interpret regulations such as zoning ordinances and municipal code; review planning applications; coordinate, plan and attend monthly planning commission meetings, analyze and compile technical and statistical data and prepare staff reports; prepare and make public presentations related to planning applications; respond to request for information from city officials, members of the staff, the public or other individuals; organize and conduct research studies; visit and analyze complete job sites pertaining to planning.

The candidate will also participate in the development and coordination of capital improvement and public works maintenance projects such as street improvement, storm drain and sewer projects. This includes coordinating requests for proposals, consultant selection, contract administration, writing construction specifications, bid preparation and award, review of technical plans, contractor selection, coordinating project schedules and budgets, processing change orders, and project inspections. In addition to capital improvement projects, the employee will assist in administering the municipality’s contracts for refuse, street sweeping and janitorial services. The employee will be available to answer questions and distribute information at the public counter and over the telephone. Knowledge of: The principles and practices of governmental planning, zoning, and engineering; state and local laws affecting planning and engineering; computer software, including word processing, spreadsheets, and database management.

The successful candidate must be able to deal effectively with the public, contractors, developers, advisory bodies, and staff. The successful candidate must have excellent writing, public speaking, public relations and administration skills. This position requires an ability to independently juggle multiple tasks, while dealing positively and effectively with others and maintaining well-organized and thorough records.

Education: A Bachelor’s Degree from a four year college or university is required. A degree in Urban Planning, Civil Engineering, public administration, environmental studies or a related field is highly desirable. Experience in a municipal setting preferred.
