The Operations Manager is a newly created position reporting to the Director of Public Works and Utilities, responsible for planning, organizing, directing and coordinating the activities of the Operations Division which includes the operation, repair, and maintenance of utilities, stormdrains, streets, sidewalks, signs and striping, fleet, parks and public buildings.

The Operations Manager will perform  a variety of responsible management activities that include, but are not limited to the following:

* Develop and implement divisional goals, objectives, policies and procedures.

* Direct and oversee Operations Division work plan; assign work activities, projects and    programs; monitor work flow; review and evaluate work products, methods, and procedures.

* Prepare the Operations Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials and supplies; administer the approved budget.

* Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain high standards necessary for the efficient and professional operation of the department.

* Develop and implement plans for public works and utilities improvements and modifications; serve as project director ensuring the needs of the City are met and projects conform to City standards, expectations, timeline and budget.

* Oversee the maintenance and utilization of an asset management, flood monitoring, customer service request, and work order systems to ensure the efficient and effective completion of tasks associated with the maintenance of public works infrastructure.

* Develop and implement a safety and emergency response program for field operations and the department; monitor program effectiveness and make adjustments as required.

* Interpret and provide direction on new regulatory requirements and their impact on operations.

* Prepare specifications and make recommendations for new equipment and supplies; recommend the purchase of new equipment and supplies; and prepare and manage contracts.

* Coordinate with outside agencies related to the installation, repair, maintenance and operation of public works infrastructure.

* Oversee utility billing, meter reading, and backflow prevention systems; manage rate reviews and updates.

* Serve as a member of the department’s executive team and participate in discussion and decisions related to department-wide activities impacting personnel, facilities, quality goals and budgets.

 

The new Operations Manager will be faced with exciting challenges to include:

 * Implementing and overseeing a comprehensive Computerized Maintenance Management System (CMMS).

* Further integrating functions, as a result of consolidation and reorganization, to ensure the most effective and efficient use of resources.

* Reviewing, understanding and implementing existing water delivery contracts to include drought protocols.

* Completing the implementation of a Department-wide safety program.

* Developing and implementing a comprehensive vehicle and equipment replacement program.

* Leading master planning efforts for water and sewer systems.

* Overseeing water rate analysis and implementation.

The ideal candidate will :

Possess a Bachelor’s degree from an accredited college or university with major coursework in engineering, construction management, environmental sciences, public administration, business administration or a related field, with a Master’s degree highly desirable.  In addition, candidates should possess five years of increasingly responsible experience involving the operation, maintenance, installation, and repair of a variety of public works infrastructure, with at least two years of project management and supervisory experience.

Registration as a Professional Engineer is highly desirable.  Possession of a Distribution Operator’s Grade 5 Certificate may be required.

In addition, candidates should demonstrate:

* Proven leadership skills

* Strong verbal and written skills

* An ability to create and cultivate an environment of teamwork

* Initiative and adaptability

* An ability to execute assigned tasks achieving results of both high quality and quantity.

 

The City of Petaluma also offers a benefit package that includes:

Retirement – Effective January 1, 2013, CalPERS retirement formula is 2% at age 62; however, current CalPERS members who are determined to be “classic” members would be eligible for the City’s pre-PEPRA 2% @ 60 program.  The City does not participate in Social Security.

Health, Dental and Vision Plans -  The City contributes 95% of the Kaiser rate for employees and eligible dependents for choice of Kaiser, Blue Shield, PERS Choice or PERS Care.  The City also provides dental and vision plans for employees and eligible dependents.

Life Insurance - 1.5% of base salary up to a maximum  of $200,000 coverage.

Administrative Leave – 80 hours per year.

Vacation – Accrual of 80 hours increasing to 200 hours per year. 

Sick Leave – Accrual of 8 hours per month.

Holidays – 12 paid holidays, plus 1 floating holiday per year.

Deferred Compensation – Voluntary with choice of three providers: CalPERS, ICMA, or Mass Mutual.
