SUMMARY:
Under general direction, administers, develops, and coordinates the City’s pavement management program and pavement rehabilitation projects with other employees, divisions, and external entities.

ESSENTIAL FUNCTIONS:

Oversees and directs capital improvement projects for the pavement rehabilitation program, ensuring that the projects are designed and constructed within budget and schedule. Coordinates and prepares project design, and reviews construction plans, specifications, and engineering calculations. Manages and coordinates the activities of pavement-related construction projects; reviews or analyzes and evaluates construction on site for compliance with contract documents. Makes recommendations for technical solutions to problems encountered during project design and on-site inspections. Maintains the City’s pavement management system, pavement history, and pavement conditions. Coordinates the annual inspection and condition rating of City streets, alleyways, and concrete infrastructure. Evaluates short-term and long-term pavement programs for various funding levels, pavement treatments, and pavement conditions. Develops recommendations and creates professional reports for senior staff. Coordinates with the Street Operations Division in determining yearly maintenance projects and resource needs for the annual street rehabilitation program and ensures effective use of budgeted funds. Researches pavement rehabilitation treatments and new industry technologies. Investigates and documents pavement deterioration to determine the cause of failure. Responds to inquiries from the public regarding street rehabilitation and future street maintenance. Coordinates the development and submission of the annual CDOT Highway Users Tax Fund (HUTF) report. Participates with the Metropolitan Government Pavement Engineers Council (MGPEC). Attends Colorado Asphalt Pavement Association (CAPA) and Portland Cement Association (PCA) training functions. Provides professional-level staff assistance to supervisors and managers. Reviews designs and approves changes; develops technical solutions; serves as a team leader. Schedules, conducts, and coordinates pre-construction meetings with Contract Administration, design engineers, contractors, public utilities and adjacent municipalities as needed. Prepares technical reports, project progress reports, project review meeting reports and surveys. Prepares and maintains comprehensive technical documentation. May perform elements of GIS mapping as required. Performs other duties as assigned.

QUALIFICATIONS:
Education/Experience:

Bachelor’s degree in Civil Engineering or related field from an accredited college or university; four years of related job experience in pavement management, inspection, or construction. Equivalent combinations of education and experience may be considered.

Licensing/Certification Requirements:

A valid Colorado driver’s license with a safe driving record. A Professional Engineer’s (PE) license is preferred, but not required.
