The City of Orinda is looking for an individual with strong technical and interpersonal skills to serve in the capacity of Senior Civil Engineer (working title is City Engineer). This position, under direction, will supervise, plan and coordinate the programs and activities within the Engineering Services Division, reporting to the Director of Public Works and Engineering Services in the Public Works and Engineering Services Department.

Primary duties of this position include:

  • Develop plans, maps, specifications, plats, diagrams and other contract documents for a variety of engineering projects such as roads, structures and hydraulics; make technical engineering decisions and establish technical criteria and standards; calculate the quantity, quality and cost of materials used for various projects;
  • Review and recommend approval of plans and specifications, designs, cost estimates, environmental documents, reports and studies for all engineering projects (subdivision agreements, improvement plans, parcel and final maps);
  • Determine the scope of engineering projects (i.e. system expansion and modification of road, traffic, storm drain, parks, lights and other construction projects); prepare requests for proposals for consulting services; evaluate and select consulting engineers from proposals; execute, administer and manage contracts through post-construction;
  • Administer the City's capital improvement program; work with City departments and division staff to identify and prioritize needs; formulate cost estimates and develop implementation strategy;
  • Participate in the development and implementation of goals, objectives, policies and priorities for the Engineering Division;
  • Participate in the development and administration of the assigned budget; pursue grants and special sources of funding to supplement Division budget;
  • Select, train, motivate and evaluate assigned personnel;
  • Coordinate assigned services and activities with those of other divisions and outside agencies and organizations;
  • Represent the City on various boards and committees associated with engineering; and
  • Prepare and present staff reports and other necessary correspondence to theCity Counciland conduct public hearings on all City related engineering projects.

 

Minimum Requirements:

Candidates with the following qualifications are encouraged to apply:

Education: Bachelor's degree from an accredited college or university with major course work in civil engineering;

Experience: Seven (7) years of progressively responsible experience in civil and municipal engineer­ing including two (2) years of supervisory experience; and

License or Certificate: Possession of registration as a Professional Civil Engineer in the State of California and possession of, or ability to obtain a valid CA driver's license.
