APWA and the AASHTO Green Book

Did you know that APWA has a direct hand in writing the AASHTO Green Book, more properly known as A Policy on Geometric Design of Highways and Streets? APWA has had an active representative on the AASHTO Technical Committee on Geometric Design for well over 20 years. The American Association of State Highway and Transportation Officials (AASHTO), as the name implies, is made up of State Department of Transportation representatives. In order to bring the local agency perspective to the Green Book, AASHTO has afforded committee representation to four agency-oriented organizations: APWA, National Association of County Engineers, National League of Cities, and New York Port Authority.

The 5th edition of the Green Book has also been updated recently to reflect the latest research on superelevation and side friction factors as presented in NCHRP Report 430. Also new in the 5th edition is incorporation of pertinent material from the Low-Volume Local Roads Guide and updated references to new access design guidelines and the new Pedestrian Guide. Other publications under the aegis of the Green Book Committee include the recently updated Policy on Design Standards - Interstate System and the 1998 Guide for the Development of Bicycle Facilities. The committee also has had major input in the development of the Guide for Achieving Flexibility in Highway Design and the newly-published Guide for the Planning, Design and Operation of Pedestrian Facilities.

The next meeting of the Green Book Committee will be in July 2005. Work items proposed for discussion at this meeting include input from several other studies or NCHRP Projects pertaining to geometric design issues that are just at or near completion. This meeting will also coincide with a meeting of the AASHTO Committee on Non-motorized Transportation to begin joint discussions on the next edition of the AASHTO Guide for the Development of Bicycle Facilities.
