Call for nominations to APWA Board issued

APWA's National and Regional Nominating Committees are currently issuing a call for nominations for Board positions.

President-elect and at-large directors' seats
The National Nominating Committee is currently accepting nominations of candidates to three positions: president-elect and two at-large seats in the functional areas of transportation and facilities and fleet services. The president-elect serves a three-year term as president-elect, president, and past president. The at-large directors will serve on the APWA Board of Directors for three-year terms beginning at the start of Congress in September 2005.

R. Marshall Elizer, Jr., P.E., Nashville, TN currently holds the at-large transportation seat. Elizer is completing his second term and is therefore not eligible for nomination to this director position.

Larry W. Frevert, P.E., Kansas City, MO currently holds the at-large facilities and fleet services seat. Frevert is completing his first term and is eligible for nomination to this director position for a second term.

Suggestions for all nominations must be in the committee's hands no later than the close of business April 1, 2005. The National Nominating Committee will then meet in early May to make its decision for all positions based on nominations received and issues such as diversity and leadership. Candidate suggestions may be received by the National Nominating Committee from any APWA member.

The Board of Directors has issued a policy that the nominations process utilized by the National Nominating Committee for the president-elect and at-large positions will be a "selection" process by the committee, not a "campaign" for office. The Board strongly discourages "campaign" activity and expenditure of funds in support of a candidacy.

Regional director seats
There are also three regional director seats open for nomination this year. Regional Nominating Committees will nominate regional directors in Regions I, III and VII. Seats are currently held by A. Thomas DeMaio, Brookline, MA; Noel Thompson, Louisville, KY; and William A. Verkest, P.E., McKinney, TX respectively. DeMaio and Verkest are both completing their second terms of office and are therefore not eligible for the regional director positions. Thompson has completed his first term of office and is eligible for the regional director position for a second term. The regional directors serve on the APWA Board of Directors for three-year terms beginning at the start of Congress in September 2005.

APWA members wishing to put names before their respective Regional Nominating Committee should send a letter of recommendation for each suggested candidate to the Region I, III or VII Nominating Committee in care of the national office of APWA by April 1, 2005. All suggestions will then be forwarded to the respective Regional Nominating Committees.

Candidates may be referred to the Regional Nominating Committees by a suggestion from a chapter executive committee, by suggestions from individual members of APWA, by self-nominations and by specific invitation from the Regional Nominating Committee.

How to suggest names for national and regional offices:

  1. Make certain the person nominated is willing to serve. The committee will give highest priority to those who have expressed a willingness to serve in the office for which they are being nominated.

  2. Next, send a letter of recommendation addressed to the Region I, III or VII Nominating Committee or the National Nominating Committee (whichever is appropriate); Attention: Kaye Sullivan, Deputy Executive Director, American Public Works Association, 2345 Grand Boulevard, Suite 500, Kansas City, Missouri 64108-2641.

  3. Include within the letter a statement affirming the member's willingness to serve, the office designation for which he or she is being suggested, biographical information to indicate the person's appropriateness for the office, and a current picture of the nominee. For the president-elect position, the National Nominating Committee requests a letter from the nominee's employer stating acceptance of the time commitment involved with the position. Suggested nominees for other Board positions are encouraged to obtain a statement from their employer stating acceptance of the time commitment involved with the position.

Individuals may make unlimited recommendations, but each must be in a separate letter. All recommendations must reach APWA headquarters no later than April 1, 2005.

Profile of an ideal candidate

Required for all offices:

  • APWA member in good standing (all dues and services fees paid).

Desired for all offices:

  • Knowledgeable and articulate on matters associated with public works and willing to serve as a spokesperson for APWA.
  • Highly respected in community, solid professional ethical character.
  • Active in chapter, committee, House of Delegates activities.
  • Committed to APWA and its values, and growth of the association.
  • Willing to devote the time necessary to the fulfillment of the duties.

Desired for president-elect:

  • Service in a leadership or officership role in an APWA Chapter.
  • APWA national service; experience on the APWA Board of Directors is highly desirable.
  • Continuous membership in APWA for the last five years in a voting eligible classification.
  • Employed in the field of public works for five years within the last ten years, in a middle or higher management capacity.
  • High ethical and moral standards.
  • Demonstrated leadership ability.
  • Personal commitment to public works.
  • Broad understanding of public works elements, issues and disciplines.
  • Exhibits qualities of national stature.
  • Reputation of professionalism.

Vote in 2005 APWA elections

As an APWA member, you have the right to vote in the 2005 APWA elections. Please exercise that right. APWA national elections will occur online; however, you may request a paper ballot. If you do not have access to a computer at home or work, you should be able to access the APWA website online at your local public library. Ballots will be available in July and August 2005 under the Members Only section of the APWA website. You will receive reminders in future issues of the APWA Reporter and will be instructed on how to access the ballot in the June and July issues.
