The purpose of the Traffic Control Devices Handbook is to augment the Manual on Uniform Traffic Control Devices (MUTCD 2000) as adopted nationally by the Federal Highway Administration. The Manual outlines the design and application of traffic control devices on public roadways in the United States. However, criteria and data to make decisions on the use of a device and its application are not always fully covered in the Manual. This Handbook bridges the gap between the Manual provisions and those decisions to be made in the field on device usage and application.
The intent of this publication is to provide basic information and criteria to address most questions that may need to be answered relative to traffic control devices and their applications. It provides information for smaller jurisdictions to implement most of the requirements without having to obtain special training, seek other information sources, or engage consultant services. The Handbook offers guidance to employees who need a little "how to" information on data collection, considerations, criteria, or other implementation decisions. Information on newer traffic control device usage is also included when it appears necessary to provide additional guidance for implementation on a national basis. In a number of instances that address new devices, it is more appropriate to include some of the design and application considerations in the Handbook rather than in the Manual.
Very detailed design decisions relative to such items as traffic signal and traffic systems cannot be totally addressed in this Handbook. However, appropriate chapters include references to other publications that can be reviewed for more detailed information.
The Handbook includes 14 chapters that cover the design and application of control devices. The first three chapters cover some of the general design considerations of the Manual, including the engineering requirements, operational considerations and legal implications. These first three chapters also address human factors and installation considerations. The bulk of the Handbook is separated in chapters similar to the Manual, with separate sections for signs, pavement marking, traffic signals, and railroad grade crossings, both heavy and light rail. Special chapters have been provided to address traffic control devices on low-volume rural roads and residential streets. The final three chapters address special applications of traffic control devices for schools, pedestrians, and bicyclists.
Each chapter concludes with "References for Further Reading" that provides individuals with additional resources and information on each subject.
