In 1900, Congress granted the American Red Cross (ARC) its charter, charging the volunteer organization with providing services to members of military as well as delivering assistance to disaster victims. The ARC web site provides information on domestic and international disaster recovery efforts and provides topical emergency and safety preparedness information.

This site provides "Resources for Crisis/Emergency Management and Business Continuity" and is supported by the Emergency Lifeline Corporation (ELC). Emergency Lifeline was founded in 1985 with the purpose of helping businesses, schools, families and individuals prepare for 72-hour self-sufficiency. Since that time, the company has expanded the product line to include preparedness supplies for any type of disaster, including natural and man-made. Emergency Lifeline now works with organizations throughout the United States, Canada, Mexico and overseas. In addition to their products and services link, the site provides links to articles, organizations, and resources.

The Institute for Business and Home Safety (IBHS), founded by the former Deputy Director of FEMA, Harvey G. Ryland, is an effort by the insurance industry to reduce the loss of life and property damages caused by natural disasters. IBHS sponsors the Showcase Community Program, the predecessor to FEMA's Project Impact, and is a member of Public-Private Partnerships 2000, a collaborative effort of the Subcommittee on Natural Disaster Reduction.

They had FEMA involved in this clean up, so this is in line with some of the things a consultant in the RFP will be probably wanting to have in their portfolio. The Natural Hazards Center at the University of Colorado, Boulder, Colorado, USA, is a national and international clearinghouse for information on natural hazards and human adjustments to hazards and disasters. The Natural Hazards Center web site allows visitors to download periodicals and publications on all aspects of emergency management, disaster mitigation and recovery. Links are provided to educational institutions offering programs from certification through advanced degrees. Information is also provided on upcoming conferences, workshops and training sessions.

Protecting Americans in the 21st Century: Imperatives for the Homeland

Meeting the national security challenges of today's world requires collaboration and commitment from all levels of government, the private sector and citizens. With that in mind, the National Homeland Security Consortium has outlined a vision for how the nation should address homeland security in the modern era in a new white paper, Protecting Americans in the 21st Century: Imperatives for the Homeland. In particular, the paper urges an equal partnership between state, local and private entities and the federal government in setting national homeland security goals, policies and procedures.

Prior to an Avian Influenza, Public Works Managers need to train employees on proper handling techniques to ensure their safety. In this PowerPoint, Chris Walsh, Director of Operations for the City of Beloit, Wisconsin, uses chocolate syrup to simulate influenza virus and all staff practice with gloves and syrup. RESOURCES REGARDING SNOW AND ICE REMOVAL

Snow and ice removal may be considered emergencies in temperate climates where even small amounts of ice or snow can have a tremendous impact. However, most communities that deal with significant snow events have an emergency snow action plan. Even for those communities, snow events are considered emergency situations whereby considerable planning and varying snow emergency actions are taken before, during and after. An emergency plan must/should be in place to accomplish the unplanned or over extended storm. Without a plan we would jeopardize response time to emergency situations resulting from snow activities, accidents from roll-overs to head-on and worst to fires because of ice and snow to collapsed roofs. The APWA offers several publications which can be of assistance in establishing a snow and ice removal policy.

The National Sea Grant has created HazNet, a web site focusing on coastal hazards and the mitigation of coastal hazards. This site collects resources and information from the National Oceanic and Atmospheric Administration, Sea Grant programs, and other public and private sector programs relating to coastal erosion, storm surge, hurricanes, riverine flooding, and seismic hazards. This site also offers an on-line hazards bulletin board.

“Although the Federal Emergency Management Agency (FEMA) developed NIMS compliance requirements for state, local, and tribal governments, they have not developed requirements for individual sectors, such as the water sector. In the absence of specific requirements, this document provides recommended water sector NIMS implementation objectives that integrate NIMS principles into utility operations and planning.” This handout was developed by the EPA.
