APWA Board Director Bill Spearman Testifies at US House T&I-Subcommittee on Water and Environment
On May 18, APWA Director-at-Large Bill Spearman testified on behalf of APWA members at the U.S. House Transportation and Infrastructure - Subcommittee on Water and Environment regarding "Building a 21st Century Infrastructure for America: Improving Water Quality through Integrated Planning."

Spearman and the other witnesses, including a city mayor, a county commissioner, a state water quality program director, and a representative on an environmental advocacy organization, testified on the status of EPA’s implementation of the Integrated Planning policy, and looked at ways to help EPA, states and municipalities in developing and implementing integrated plans that provide flexibility for municipal projects necessary to meet Clean Water Act (CWA) regulatory obligations.
