President Calkins Testifies at U.S. House Natural Resources Committee Hearing on ESA Consultation Impediments to Economic and Infrastructure Development


President Calkins testified on the Hill on behalf of APWA members at the U.S. House Natural Resources Committee regarding Endangered Species Act (ESA) consultation delays blocking critical infrastructure projects and imperiling species recovery efforts.
 

Calkins and other witnesses provided examples of experiences with extensive delays as a result of ESA consultations to the Subcommittee on Oversight and Investigation. The witnesses recounted delays that ultimately jeopardized human health and safety, harmed small business, and in many cases further imperiled species. Calkins said, “We need a better balance between the protection of endangered species and the ability to implement important public works and infrastructure projects especially when public safety and health is threatened by a lack of water supply."
