FHWA Announces LEAP Pilot Program
 

The Federal Highway Administration (FHWA) recently announced a Local Empowerment for Accelerating Projects (LEAP) pilot program to permit direct delivery of Federal-aid funding of up to five Local Public Agencies (LPAs). The LEAP program is being administered on an experimental basis and the five selected LPAs will be subject to Federal oversight, and the respective State DOTs will be relieved of direct oversight and accountability for projects funded under the LEAP pilot program. The pilot program is set to be carried out for a period of five years, unless extended, and will be  implemented in accordance with FHWA's experimental authority provided by the project flexibility authority granted under section 1420 of the Fixing America's Surface Transportation (FAST) Act.

Applications for the LEAP Pilot program are due November 25th.
