Stormwater management, specifically becoming an MS4 under NPDES Phase 2, tops the list as the biggest challenge facing small communities. In effort to inform and equip communities with lessons learned and some of the “how-to’s” to address this challenge, the Water Resources Management.

 

Learning Objectives: After viewing this program, participants will be better able to:

·         Explain the regulatory requirements and the minimum control measures.

·         Identify current assets and map/inventory the condition of the existing system.

·         Determine cost of service, currently and as an MS4.

·         Identify funding options for staffing, equipment, capital projects.

·         Decide if it is practical to work with other agencies by utilizing partnership opportunities.

·         Identify their legal authority, as well as Federal, State laws and local ordinances.

·         Determine roles and responsibilities as well as scope of service –ownership and O&M of stormwater management facilities, public vs. property owners.

·         Take into account “green” infrastructure.
