An Overview of MAP-21
MAP-21 creates a streamlined, performance-based, and multimodal program to address the many challenges facing the U.S. transportation system.
These challenges include improving safety, maintaining infrastructure condition, reducing traffic congestion, improving efficiency of the system and freight movement, protecting the environment, and reducing delays in project delivery.
This program will provide an introduction and overview of the MAP-21 program including funding, goals and key changes.
The program will conclude with where to find additional Information and resources.
After viewing this program, participants will be better able to:
· Explain the differences in financing that MAP-21 brings.
· Identify what programs would work for their agency
· Communicate the goals of the program

John R. Baxter
Associate Administrator, Office of Infrastructure
On January 3, 2012 John became the Associate Administrator for the Federal Highway Administration’s Office of Infrastructure. This office sets national policy and program direction for our Nation’s highway infrastructure and provides technical assistance in the delivery of the Federal-aid program through strong partnerships with all levels of government, industry and academia. Prior to this assignment, he led the Office of Federal Lands Highway, an organization of 700 employees with an annual program of over $1 billion. The Federal Lands Highway Program provides resources for a coordinated program of public roads that serve the transportation needs of Federal and Indian lands. From 2003 to 2007 John was the Director of the FHWA Office of Safety Design. He led a multi-disciplinary staff in the development and implementation of strategies and policies that impact highway safety performance. John joined the FHWA in 1983, and advanced through the Highway Engineer Training Program to assume engineering program positions in Michigan and Utah. From 1988 to 1992 he held positions in traffic operations and Intelligent Transportation Systems at the national level. From 1992 to 1995 he assumed the position of Planning and Program Management Engineer in New Mexico, working with New Mexico’s MPOs and National Laboratories in research. From 1995 to 1999 he became the Assistant Division Administrator in the Utah Division, assisting in the development of plans for the 2002 Winter Olympic Games and delivering the $1.59 Billion I-15 megaproject. As Indiana Division Administrator from 1999 to 2003 he administered a $700 million Federal-aid highway program in partnership with the Indiana Department of Transportation, Metropolitan Planning Organizations and others. John holds a bachelors degree in Civil Engineering and a Masters degree in Transportation Engineering from Clemson University in South Carolina. He is a registered Professional Engineer in the state of Utah.

Gloria M. Shepherd
Gloria M. Shepherd is the Associate Administrator for Planning, Environment and Realty, U.S. Department of Transportation, Federal Highway Administration (FHWA). She previously held the position as Director of Planning for the FHWA. She joined FHWA in 1999 having served previously as the Staff Director for the Transportation Solutions Group, Maryland Department of Transportation (MDOT) and the Deputy Director of the Office of Planning and Preliminary Engineering Maryland State Highway Administration, MDOT. She was previously Chief of Staff for the Commissioner of the New York State Department of Transportation (NYS DOT). She earned her Masters of Law degree from Georgetown University, Doctor of Jurisprudence degree from Albany Law School, and her Doctor of Arts from the University at Albany (SUNY).

Peter J Stephanos
Director, Office Of Pavement Technology
In March 2007, Peter Stephanos was appointed as the Director of the Office of Pavement Technology in FHWA's Office of Infrastructure. As such, he directs a multi-level staff that promotes innovative pavement technology such as Superpave, mechanistic design, high performance concrete, recycled materials, and quality and performance analysis. The Pavement Technology staff formulates and promotes FHWA policies on pavement design and rehabilitation in addition to the continual updating of guides, national reports, and technical publications related to pavements.
Prior to accepting this position, he served as Director of Materials Technology for the Maryland State Highway Administration (MDSHA) from 2002 to 2007. In this capacity he led a multi-disciplinary engineering office of 220+ employees responsible for the design, testing and acceptance of all highway materials used on MDSHA projects. He was responsible for the operations of four material laboratories spread across the state, geotechnical and pavement engineering, pavement management, material quality assurance and support operations including human resource management, vehicle and building maintenance, inventory management and procurement. Before serving as the Director, Peter held the position of Pavement Division Chief within MDSHA from 1997 to 2002. In this capacity, he was responsible for the investigation, design and specification development of pavement and geotechnical projects. In addition, Peter was responsible for the management of MDSHA's pavement system preservation program where he managed network level funding allocations, program development, and project delivery to support the statewide pavement network.
Prior to joining MDSHA, Peter worked with PCS/LAW Engineering, a pavement and materials consulting firm located out of Beltsville, MD, from 1989 to 1997. During this period he served as the Highway Pavement Division Manager responsible for the management of all pavement design and pavement management consulting services worldwide. In this position he led many large pavement rehabilitation studies for highway agencies in the United States and abroad. In addition, he led pavement management development and implementation efforts in several state and county agencies.
Peter holds both a Bachelor and Master of Science Degrees in Civil Engineering from the University of Maryland and is a registered professional engineer in Maryland.

Regina S. McElroy
Director, Office of Innovative Program Delivery FHWA
Regina McElroy is the first person to serve as Director of the Federal Highway Administration’s (FHWA’s) Office of Innovative Program Delivery. The office was established in October 2008 and is intended to equip the transportation community with the capacity to use innovative project delivery tools such as congestion pricing and public-private partnerships. Also included in Regina’s portfolio is responsibility for the TIFIA Federal credit assistance program; project finance tools such as State Infrastructure Banks; and oversight of major highway projects – those over $500 million. Regina has been with FHWA since 1987. Her career has focused primarily on bringing new ways of thinking about surface transportation investment to Federal, State and local officials. Regina is a member of the Federal Senior Executive Service and holds a Bachelor of Arts Degree in Economics from the University of Maryland.

Senior Consultant TREKK Design Group, LLC, Kansas City, MO Larry Frevert has dedicated 43 years of service to the public works profession in positions within state and local government as well as in the private sector. He currently works part time as a Senior Consultant for TREKK Design Group, LLC in Kansas City, MO. He recently retired from HDR Engineering where he was Vice President and the National Program Director for Public Works. Prior to HDR he served the city of Kansas City, Missouri for 19 years in positions such as Assistant Director of Engineering for the Parks and Recreation Department and with the Public Works Department as Acting Director, Deputy Director and Division Engineer. Earlier, he spent 17 years with the State Department of Transportation for Missouri, in highway maintenance and operations, traffic engineering and urban transportation planning. Larry is an active member and a past chapter and national president of APWA. He currently serves on the Past Presidents Advisory Council and chairs the Past Presidents Advisory Group for the Donald C. Stone Center. He was awarded the APWA Top Ten Public Works Leader of the Year in 2010. Larry is also active with many Engineering Associations including the Transportation Engineers Association of Missouri, National Society of Professional Engineers and the American Society of Civil Engineers. For ASCE, he serves as a member of the Committee on America's Infrastructure, which produces the infrastructure report card.
