Welcome to the Transportation Committee’s web page! I’m Andy Lemer, the committee’s chair for 2007-08.
The Transportation Committee works to help APWA members exchange ideas, improve management, and learn about new developments in transportation public works practices. Our committee’s members, liaison representatives, and friends come from public agencies and private practice at local, state, and federal levels; they deal with all modes and aspects of transportation system development and management. We maintain productive partnerships with the Federal Highway Administration (FHWA), Institute of Transportation Engineers (ITE), and the Transportation Research Board (TRB), and participate with other APWA groups to address issues of national transportation policy and legislation that influence local and regional public works.
The committee itself has six members appointed to staggered two-year terms; a link to the roster of our current members is included below. We take responsibility for the annual transportation issue of the APWA Reporter magazine and the development of education sessions at APWA’s annual Congress, and help to develop other educational tools.
To expand participation and the scope of our activities, we establish subcommittees to address specific topics of importance to APWA’s members. These subcommittees work actively with members drawn from APWA and other organizations:
- Road Safety Subcommittee—develops strategies, information and education tools, and policy and position statements to assists APWA members to improve road safety and reduce the frequency and severity of serious crashes in their jurisdictions; in 2006 produced the North American Design Guidelines for Traffic Calming Measures
- Winter Maintenance Subcommittee—provides information and training in all aspects of winter maintenance; supports planning of APWA’s annual North American Snow Conference and other training events and established the award, "Excellence in Snow and Ice Control".
Topics that we believe have strategic importance to APWA members may become the focus of new subcommittees, for example, how public works contributes to maintaining sustainable communities through context-sensitive design, energy efficiency, and smart growth policy; and how transportation asset management practices can support our stewardship of public investment.
We invite you to take part in our activities. Get answers to your questions and share your own knowledge and experience with others online in the infoNOW Transportation Online Community. Work with our subcommittees and produce information and tools to help us all do better jobs. Tell us what is happening in your communities.

The Winter Maintenance Subcommittee provides agencies across North America with the information
and training in all areas of are some of our main goals, including:
- Providing information on winter maintenance to the APWA member communities
- Providing assistance to the APWA organization in the planning of North American Snow
Conference and other training events.
- Serving as an advocacy group for the APWA communities in providing input with other groups that
focus on winter maintenance issues.
- Assisting in the development of training materials that will benefit all agency snow fighters
